I believe they will eventually become waterlogged and sink. They will float for awhile. You could cut a circle out of craft foam and set them on top of it. You could even hot glue the flower to the foam that way the pedals wont get too wet. These are flower heads with the plastic behind it like the silk flowers you get in a bush at the store.
